A student-voted prom theme would make it better because it is something that they wanted and in the end it would make it way more enjoyable for the students involved then if it was chosen by a teacher.

To attempt to make anything inclusive and enjoyable for everyone is a fools errand, the best anyone can hope for in any circumstance is to make things better for the majority. The result of a vote that is anything other than unanimous is going to upset at least one individual.
