Given the history of the human race, war has been and will always be present. The nature and scope of warfare may change over time but conflict is always inevitable.

You can never please everyone. There will always be those dissatisfied with something and will be willing to make that dissatisfaction known. Added to the fact every major power has different interests that clash with the interests of others which makes any solution impossible to achieve since it cannot meet every single criteria to appease everyone.
