Require all facilities to clean them up, maybe even go as far as some form of "decontamination" daily (bed bug, anyone) and provide security. If they didn't feel like they'd be worse off there than on "public property", most would go. However, the drug/alcohol group are another story and will have to be dealt with separately, as most shelters/housing do not allow anyone in if they are "under the influence".
