Adjust for inflation yearly, as many companies still choose "pennies on the dollar" raises. Companies stating that it would increase their costs and/or eat into their profits should be "capped" on any increase they deem needed AND penalties for layoffs (or well-timed firings), as well as reminded just how many years of profits they've had up to this point!
