No, I think it depends on the nature of the work and if it is possible to allow time for employees to decide rather than immediately mandate it. Sometimes, people don't want to take it instantly because of possible side effects either. So contraindications such as those should be taken into account. I'm personally alright with taking a vaccine, but someone else might be the type to faint or become more susceptible to an autoimmune response. Herd immunity works when there is a majority immunized, but it also means the vulnerable didn't have to be immunized so it does not mean 100% of the population is immunized.
