I believe that the funding should be focused more on training, evaluations, and community understanding. It is hard to grasp the effectiveness of current funding when there are so many hot-button issues surrounding the sphere.
So no, I don't think the funding needs to be redirected to other programs as much as I believe the funding should be evaluated and redistributed within the programs the funding is already allocated to.
If anything, funding should be increased to the outside sources that are entrusted with the responsibility of ensuring said institutions are remaining honest while funding to police departments should remain the same. You can adjust as understanding is gained along with public transparency. Domestic affairs should almost always be transparent to those who live under the effects.
