Plus the time off work, the transportation, etc...and also, no, many people actually do not have an extra $30 in their budget

Poor people exist, a lot of them. Don't act like that's a wild concept...

Often there is public transportation set up for voting. voting is set up early in the morning, till rather late at night. If it is such a hardship to make it in, they have mail in ballots.
