Should there be more restrictions on the current process of purchasing a gun?

The 2nd amendment was established at a time when the newly formed U.S didn't have a standing army or a police force, and the citizens being armed was a necessity. Today, we have a professional police force and military for our protection.
As for the CDC estimates, the wide range between 60,000 and 2.2 million defensive uses of firearms per year indicates a significant degree of uncertainty in the data. It's also important to remember that not all defensive uses are necessarily preventing a crime. Sometimes, the presence of a firearm can escalate a non-lethal situation into a lethal one.
The DeShaney v. Winnebago case indeed ruled that the government has no constitutional duty to protect individuals, but can't this be seen as a reason to invest more in community safety measures, rather than arming every individual?
