In 1996, the smuggling operations of Chinese arms companies Norinco and Polytech were uncovered in a sting operation, and executives were found to have been aware that their arms would be destined to street gangs. In cases where the business is aware that their firearms are primarily being used for illegal activities, they should be punished, but the actions of a few individuals should not result in the punishment of these businesses, because these businesses have little to no control over what these individuals decide to do with their weapons.
