Yes, but simplify it and incorporate in a negative income tax program (use leftover taxpayer dollars) and redistribute it with the poor getting the most amount and the rich getting none

Now that sounds like a good idea! It also needs some work (please take this as constructive criticism and know that I would- and do!- call my own ideas faulty, imperfect and in need of work). The rich will probably complain about how they do not get any money, so maybe they get a small amount or similar. There will need to be consistent standards as to what is ¨poor¨ and ¨rich¨ and frequent reevaluations because life can happen quickly and someone poor may hit the lottery or someone rich may be suddenly hit with a severe illness and therefore sky-high medical bills and become broke.
