I'd start by saying 30 years in government total for all positions at all levels except janitor, food service workers, and some wiggle room for the disabled doing menial tasks; no matter local, state or federal; elected or hired.
If you haven't done all you want in that amount of time, too bad. Let the next person take a shot.
I'd limit U.S. Senators to 3 terms. I'd limit U.S. Representatives to 10 terms, with a mandatory 2 year break after 5 consecutive terms.
I'd boot career employees after 30 years, so they would know when they start it is not a lifetime appointment, and they won't be able to manipulate things forever, no matter how high they are on the food chain.
