Background checks, waiting periods, psychological issues should be considered, probably not training, but perhaps testing similar to passing a driver's test/licensing. If I'm expected to pass a test of road rules, what would be the harm in expecting people to study and be educated and tested about gun safety, local laws, etc.
I don't believe their are significant loopholes for gun shows, but to the extent there are, states could implement people to manage exchanges and abide by applicable laws above.
